Jane was brought up in Bostock Street, in Liverpool's rough Scotland Road area, the daughter of ship's block and mastmaker William Tinsley, who died when she was about 13. How she met husband to be George Rouse, from Middlesex, is a mystery, though he was in the army at the time and may have passed through Liverpool on occasion for service in Ireland. Jane was said to have been fond of the bottle.
