How to access record from Sweden without knowing region from which ancestor came

Would anyone be able to help us move beyond knowledge of Swedish male ancestor? We do not know his region/place of birth, but have documents placing him in Tasmania c1850s. Thanks

Hi Josel, you informed me that the Swedish male whom you asked about is your husband's 2x great grandfather. I suggest you add them to the site and we will see what can be done.

Name:Charles (K/Carl) Mullins or Mullens or Moellens or vowels with umlauts. He was a "Master Mariner"
Died presumed by drowning along north west coast of Tasmania near Stanley c1897 his vessel the Elsie May.
Several references to this in books re Tasmania shipwrecks.
Family oral history is Charles was born in Sweden, but location unknown.
